A check user is an account variable for people on a wiki who have access to see what IP addresses others have been editing from. Check user privileges tend to be reserved for the most trusted community members, typically an existing bureaucrats or system administrator, since check user information can be used in ways that can cause real-world consequences for others, as when it is exposed what an account's identity, employer, etc. are.
