Special:RequestAccount is failing to process new user account registrations. This was reported here, and subsequently verified as an error by Sean.
Quote error message: Failed to connect to smtp.mandrillapp.com:587 [SMTP: Failed to connect socket: Connection refused (code: -1, response: )]. Looks like WikiIndex can't connect to it's email-sending server.
