::: I would say, the [[Special:Version|MediaWiki software]] should be upgraded soon (from 1.10.1 which is absolutely outdated to [http://www.mediawiki.org/wiki/MediaWiki 1.15.5]), maybe that will do, there is also an extension that prevents creating doppelganger accounts (it seems to be [http://www.mediawiki.org/wiki/Extension:AntiSpoof "AntiSpoof"]).
