Great to see an upgrade of MediaWiki, 1.10 was getting old. 1.10 to 1.16 seems quite a big jump, good luck with that :) As for the semantic thing, I've always wondered how using it felt like, so it will be nice to have it here. As for ComfirmEdit, I found that QuestyCaptchas are very efficient, super-easy to install (doesn't require TeX or Python things), and Google-free (unlike ReCaptcha). I'd suggest installing SimpleAntiSpam extension, too; it's a simple extension that catches plenty of stupid spambots. It's also used on all Wikimedia Foundation sites.
