The old software is no longer editable but the new software is live and is being used to migrate the content from the old software to the new software. This has been an eagerly-anticipated work-in-progress by Ward Cunningham since 2011 and now it's live -- though perhaps somewhat earlier than planned, because of Manorainjan's actions as described on this WikiWikiWeb page. It's perhaps marginally accurate to describe the ''old software'' as locked, but that's just old software; it's not the WikiWikiWeb itself.
