[[User_talk]] pages are, from my POV, simply a way of passing a message to a user or (in administrative cases) highlighting a fact about a [[user]] to the community. In other words, I wouldn't have deleted a useful conversation between users, and I wouldn't have deleted a comment or warning from the wiki staff. Deleting drivel designed to annoy, on the other hand, shouldn't be controversial, and any user should be allowed to delete such from their talk page.
