Can't we just give users the patrol ability?  Patrol can't be used maliciously, can it?  The only thing it could do would be to hide spam a bit, but that's a lot better than turning off the patrol function.  I use the patrol function and really like it.  Plus, I'd like others to be able to use it as well (like Sean).
