A deleted protected page is a page that is always being recreated. When an admin finds constantly recreated pages, they protect it so that only sysops can create it.
Instructions
For users
- Place {{delete}} at the page and wait for an admin to delete it
For admins
- Block the editor
- Delete the page
- Protect the title so that only admins may recreate the page
- If the user was a spammer, edit my spam blacklist and add the basic URL
