add a review function

Hi there,

what about a review function? I'd translate all German text to English if needed, but a review would be fine, since my active English isn't so good. I'd suggest to add review functionality to this template adding an optional parameter. If set the arcticle changes the category from category:Translation needed from Language into category:Translation review needed. What do you think?
