::It's sort of a wiki tradition. See [[wp:Wikipedia:Criteria_for_speedy_deletion#G7._Author_requests_deletion]]. With regard to the talk page, see [[wp:Wikipedia:Criteria_for_speedy_deletion#G8._Pages_dependent_on_a_non-existent_or_deleted_page]] for how Wikipedia handles that. Yeah, if the deletion discussion were carried on at the talk page, they would keep the talk page, but that almost never happens.
