::You whitelisted. However, I could not find the active blacklist entry. The WikiIndex blacklist was adopted from the Wikipedia blacklist, which can be ragged. The global blacklist likewise; it is, however, more thorough, and items are generally removed from the Wikipedia list when they are globally blacklisted. We have a very short local blacklist on en.wikiversity. Ideally, the message users receive when they attempt to add a blacklisted entry should explain clearly what to do if one has a legitimate purpose. Mostly, it's arcane and obscure, I've studied what happens with a major web site that was blacklisted.
