I wasn't trying to create policy.
I saw Your changing of the block another admin executed.
The term autoblock was unknown to me and not mentioned in our help section.
Therefore I was simply trying to clarify what it means and how it works.
If I would be inclined to add policy, this would have to be the next logical step anyway.
One should not even try to blow up policy without proper understanding of the matter concerned.
On the other hand, Your remark in the edit summary suggested to me that You are trying to establish policy:
"turn[ed] off autoblock -- I don't see the reason to prevent the user (not the hacker) from editing"
Whereas I would not know how to safely distinguish between hacker and user.
