If the first character case sensitivity is turned on, we should still decide how to capitalize the pages outside the article namespace. Would it be "Category:Wiki" or "Cateogyry:wiki"? They use the form Category:Wiki in the English Wiktionary. If we used form "Category:Wiki", would there be "Category:Wiki guides" or "Category:Wiki Guides" then?
