Is it true that *all* Russian-language MediaWiki wiki, by default, begin with the title 'Заглавная страница' which means 'Homepage'? Such as, for example, the Blender (Русский) wiki?

That seems to be the default. It's used by the Russian Wikipedia for example. Elassint 11 December 2013
