I believe that is one of the criteria. I don't remember if it is the sole criteria. No, it shares it with dusty wiki. Rethinking it as I was flying through [[RandomPage]] - it is kinda noise to run into them... also to run into inactives... thinking about using the namespace Inactive:FooWiki to pull them out.
