If you do it this way with that footer, then we don't need the tag template at all. We just put the categories in anywhere on the page. No, in this wiki "tag" is a synonym for "category" and the "tag" and "category" templates are the same. We did that because "category" sounds heirarchical whereas "tag" is not. "tag" is also shorter and easier to use. But I am concerned that the extra confusion isn't worth it and we should just stick to category since that's the mediawiki standard.
