WikiIndex:Autoconfirmed users — an 'autoconfirmed user' is a person who has created a user account, and who has then made at least 10 edits. Being an autoconfirmed user grants an extra privledge over and above non-autoconfirmed users; namely being able to edit semi-protected pages.

Naturally, an IP editor can not become an autoconfirmed user!
