A bureaucrat is a user who has power to change other users' rights by adding or removing them from usergroups, as well as renaming user accounts. Bureaucrats are effectively the 'top tier' of wiki management, only subordinate to the actual site owner/founder, and as such are the people who grant sysop rights. And just like sysops, bureaucrats can perform administrative functions.

Again, just like with sysops, all wiki using the MediaWiki software on the internet post a full list of current bureaucrats of that wiki (unless they specifically choose to withold that information).
