+I saw you added a note to [[WikiIndex:Naming Conventions‎]] about how category pages can't be renamed, which is true.
+However, since we have the Replace Text extension, there is a workaround which preserves the edit history.
+#Create category B (if it doesn't already exist) for all the pages you want to move from category A
+#Go to the Special:ReplaceText page and the "Original text" box should have something like <nowiki>[[Category:A]] and the "Replacement text" box should have [[Category:B]]</nowiki>
