I was not present at the birth of WikiIndex, so an not sure what all went into the creation of the first StructuredData template. I have seen us tweak that to add a field and take away two. I've only seen one proposal so far that seems to have any chance of being adopted to change the template in the near to mid-term, that of Category:Size.
Your quite extensive proposal here looks really fantastic! Very thorough and well-thought-through.
It seems to me the real work comes in figuring out how such a proposal will become reality. You or I individually might be able to bring a few pages/week up to this standard. This seems like an overwhelming task. And which pages would be targeted first? The biggest wikis first? In order? That might make some sense. What about thinking about this in waves, so that more pages here could be touched sooner, with incremental improvements (one section at a time, perhaps)?
I'm just brainstorming, thinking about the enormity of the potential for work here. And is it more important to have an entry for every wiki or is it more important to extensively cover the biggest wiki?
Of course you're free to impliment this however you like, as long as it doesn't get in the way somehow (I can't see how it would, even if you only use this plan for one or two wikis).
