The proposal would not have kept illegal content!  If combined with routine [[WikiIndex:Protected page|protection]] of such pages, when deleted through a closed discussion, the continual problem of the re-creation of such pages would have been greatly reduced, it would then have required an admin action to allow the page to be unblanked.
