:Not sure why your talk page is semi-protected. In any case, the namespace editor was something included in MW1.6-wikidata which never made it into the main code. There is a [http://www.mediawiki.org/wiki/Extension:Simple_namespaces kludge version] which operates as a [[Special:Interwiki]] lookalike, editing a namespace list.
