:: Yes, all wiki start out that way. I suppose we ''could'' leave a wiki status as "New" indefinitely, until something happens. Until it would be more accurate to call it some other [[:Category:Wiki Status]] -- perhaps "Active" or "Spammed" or "Inactive" or "Dead".
