Dilley's version sounds like it is mostly written to be "simple" for editors, but I think what you mainly need is a guide for sysops and [http://en.wikipedia.org/wiki/Wikipedia:Blocking_policy Wikipedia's block policy] couldn't be simpler without loosing something important. The table of contents make it simple and easy to use as a reference when you have a situation or emergency.
