On MediaWiki sites, an IP editor can only perform the activities as described in the first 'all' section listed on Special:ListGroupRights.
IP user would be the name in general for all users of a site who did not login for any reason and therefore are identified by their IP address only. In case of a wiki or a page that is configured as OpenEdit and the user does edit there, he becomes an IP editor and his current IP is recorded with the edit instead of his user name.
