"WikiLeaks is developing an uncensorable encyclopaedia for untraceable mass document leaking and analysis. Our primary interest is in exposing oppressive regimes in Asia, the former Soviet bloc, Sub-Saharan Africa, and the Middle East; but we also expect to be of assistance to people of all regions who wish to reveal unethical behaviour in their governments and corporations."^{[source please]}

According to their Submissions article:

WikiLeaks accepts classified, censored or otherwise restricted material of political, diplomatic or ethical significance. WikiLeaks does not accept rumour, opinion or other kinds of first hand reporting or material that is already publicly available.

Their understanding submissions page contains detailed information on their actual document submissions process, assisted with a flow diagram on the actual submissions process; all the way through to being published on the WikiLeaks website. They state that: "All files are processed in cryptographically secure, isolated environments making use of AES256, US DoD TOP SECRET-approved encryption". An important step in their process is what they call a leak descriptor, and it can be deduced that all material published on their site is of high encyclopaedic standard, and its integrity and accuracy will out-perform the very highest levels of scrutiny. Online submissions are routed via Sweden and Belgium, whereas hardcopy and physical media can be posted "via our discreet postal network".

The WikiLeaks wiki contains articles written in many languages. Unlike say Wikipedia, all language versions are merely sub-pages, rather than sub-domains, eg: https://WikiLeaks.org/wiki/Wikileaks/it.

For a short period after it launched, WikiLeaks allowed submissions and actual editing from users, but it quickly changed to being read-only for non-members, and closed registration to invite-only. Although it runs MediaWiki, and includes 'wiki' in the name, it is no longer an open wiki community. Other observations reveal that all pages are devoid of any edit history, and many of the usual MediaWiki Special pages are missing.

Due to massive amounts of traffic and likely cyber-espionage, WikiLeaks is occasionally down. It has several mirrors across the internet, in addition to actively seeded torrents of its content.
