another opinion: Private is the only one of these that has to do with read access.  qwerty was making this point on IRC the other night.  If we're talking about Edit Modes, Private is simply '''ApprovalRequired'''.  If we're talking about Publically Readable, Private is "no" and every other category here is "yes."  So Private is a seperate kind of beast than these other categories.
