On MediaWiki sites, an IP editor can only perform the activities as described in the first 'all' section listed on Special:ListGroupRights.
IP user would be the name in general for all users of a site who did not login for any reason and therefore are identified by their IP address only. In case of a wiki or a page that is configured as Category:OpenEdit and the user does edit there, he becomes an IP editor and his current IP is recorded with the edit instead of his user name.
