The C++ reference wiki is meant to be used by more-or-less experienced C++ programmers, who have a good idea of what they want to do and simply need to look up the syntax.

The English language version of C++ reference moved over to MediaWiki from DokuWiki sometime around June 2011, as explained here. Other language interwiki versions still remain on DokuWiki.
