+:Hi Ross.  The long answer to your first question on tags is here - [[Template talk:Tag]].  The short answer is basically because WikiIndex is merely an index, we don't have conventional articles in the main namespace - we generally use categories for non-wiki specific info, hence why we use tags to wikilink categories within the prose of the text, rather than a meaningless list at the bottom of the page.
+:For your second point . . . I have absolutely no idea! :(  I'm also aware of the differing look between when I'm logged in and logged out - but wasn't sure it that was simply due to my browser (Maxthon).  Maybe if you leave a note at [[:Category talk:Active administrators of this wiki]], maybe one of the MediaWiki geeks might be able to answer that question.
