I think, tat redirecting is the same in all namespaces. But, as You pointed out, it does not prevent anybody to fill a redirected category with content. On the other hand, a non-existent category can also be filled with content. Deleting this category does not prevent anybody from using those tags. It creates [[RedLink]]s. An those redlinks tempt others to re-create this category. Therefore I think it is better to keep it and comment the redirect. That preserves the argumentation which explains why this category is not to be used/filled. That would apply also to such notorious cases as [[:Category:Computer]] vs. [[:Category:Computers]].[[User_talk:Manorainjan|'''<span style="color: orange;">Manorainjan</span>''']] 13:15, 21 June 2015 (PDT)
