Tags are wonderful!
This template is for inline tags.  If you don't want tags to show up on the page at all, just put the <nowiki>[[category:whatever]]</nowiki> at the bottom of the page. There are some issues that we have to sort out.
* tags within the text of descriptions are desireable.
** if this is true, how do we code a tag so as to be seemless in the text of the description.  see [[DreamHost]] for testing.
* tags that are bullet listed are desireable.

It seems you want to have some tags inline.  We could have a [[Template:Inline-Tag]] for that.  The current tag template is for bulletted lists.  Elsewhere, you seem to want tags to not show up on the page at all, which doesn't need a template, just put the category:whatever somewhere on the page (anywhere!).
