On MediaWiki sites, an IP editor can only perform the activities as described in the first 'all' section listed on their relevant Special:ListGroupRights.
IP user would be the name in general for all users of a site who did not log-in for any reason, and therefore are identified by their IP address only. In case of a wiki or a page that is configured as OpenEdit and the user does edit there, they become an IP editor and their current IP address is recorded with the edit instead of their username.
