A sysop should edit [[MediaWiki:Sidebar]] and change this:
* recentchanges-url|RecentChanges
to this:
* recentchanges-url|recentchanges
That way it uses [[MediaWiki:Recentchanges]], so it will display the proper localized text for every language and the link will automagically have the accesskey (r).
