It reads:

That means: You are only then welcome to make constructive additions if You don't like to use Your real name. If You like to use Your real name, You are not welcome to make constructive edits?
This comes from mingling the constructive edits topic with the real name topic.
I'm also used to create long winding sentences.
But on such a boilerplate all sentences should be short an easy.
And for discussions on real names it is too late.
That person has already decided which name to use.
And this decision was accepted by welcoming the new user.
