::::I thought the objection to single-user wikis was basically that instead of there being collaboration (which is the whole point of wikis), these wikis are just a venue used by one user as a promotional platform for his ideas. Basically, it was desired to create a threshold that wikis would need to meet, of having cultivated at least a minimal community (two active users) before being listed here, so that the option of creating a WikiIndex listing linking to one's site would not be open to anyone who knew how to install MediaWiki on a shared host.
