'''WikiIndex: Bureaucrats''' — {{tag|Wiki people|people}} with '''bureaucrat''' (sometimes shortened to ''''crat''' for brevity) {{tag|user group}} rights on a [[:Category:MediaWiki|MediaWiki]] wiki site can add or remove rights / permissions from other people's [[user]] accounts, including here on {{tag|WikiIndex}}.  Typically, [[bureaucrat]]s are also [[sysop]]s, because the first step to promote a person within a basic user account is to give them sysop, or '{{tag|admin}}' rights.  In terms of day-to-day operation of a [[wiki]] site, bureaucrats are basically (and typically) the top-tier level of administrator on a MediaWiki wiki site (with default configuration settings); nearly all other [[Special:ListGroupRights|groups]] are technically subordinate to bureaucrats, and as such, actual numbers of bureaucrats are generally quite limited, for better or worse.  Some MediaWiki sites might also have [[owner]] or [[founder]](s), which would be the absolute pinnacle of authority.  However, in reality, the owner or founder user groups are sometimes seen as a nod to a token gesture, because said persons may actually be an '{{Wp|emeritus}}' position, and may no longer take an active role in the running and administration of said [[WhatIsWiki|wiki]] site.  The most obvious example of an emeritus position is [[Jimmy Wales]]; founder of [[:Category:Wikipedia|Wikipedia]], who now leaves it to others to run the project.

*Input the [[Username|users name]] → click [edit user groups] → select on ore more items from the list.  Add an explanatory note in the 'Reason for change:' field, and then click [Save User Groups].
