You are looking how to help? Great :-) You mentioned Odia Wikipedia.

Create a new entry by clicking the RedLink.
Use either Template:Wiki boilerplate or select any language entry from Category:Wikipedia which You see as more similar and check out how it is composed.
Be sure to include the wikipedia specific extra templates.
